BIA unlawfully failed to follow its own precedent by denying asylum to an alien who claimed a fear of persecution on account of her membership in a social group as a person who testified in a criminal trial against members of a gang who killed her father; board's conclusion that such persons did not constitute a group because of a lack of "social visibility" was contrary to prior holdings that perception of a group of persons as a "social group" by their persecutors may be sufficient to recognize them as a discrete class of persons eligible for asylum.
