Immigration Law Plaintiffs failed to make a strong showing that they are likely to succeed on the merits of their challenges to Executive Order No. 14163 as beyond the president’s statutory authority; nothing in the Refugee Act directs the president to continue to process applications while admissions have been suspended; it was not arbitrary and capricious or otherwise not in accordance with the Refugee Act for the State Department to defund overseas operations. The district court did not abuse its discretion in concluding that the government likely acted contrary to law by failing to provide statutorily mandated services to refugees already admitted to the United States; the termination of cooperative agreements with resettlement support centers was likely arbitrary and capricious where the government failed to provide reasoned explanations, factual findings, or bases for the termination, and also terminated the cooperative agreements without first considering the reliance interests of individual refugees.
